Two-Day Conference on Electoral and Political Reforms, Jan 31, Worli


Fifth National Conference on Electoral and Political Reforms

January 31, and February 1, 2009,

Nehru Centre, Mumbai

The campaign for electoral and political reforms has over 1200 organizations working with it, in addition to support from eminent citizens, media, senior retired Judges, bureaucrats and Police officers. The Conference is being hosted by the Association for Democratic Reforms (www.adrindia.org). The three Election Commissioners of India have confirmed their participation. These campaigns came out of the landmark Supreme Court Judgments of May 2, 2002 and March 13, 2003 mandating disclosure of candidates' financial, educational and criminal background. Previous Conferences were held in Ahmedabad (2003), Bangalore (2004), Patna (2006), and Lucknow (2007).

Since 2002, the major impacts of these campaigns have been on criminalization of politics, and transparency in candidate and political party assets. Leaders of both the BJP and the Indian National Congress have made public statements that they would not field candidates with criminal records even if they were likely to win in the coming Lok Sabha elections. As a result of these campaigns, the percentage of candidates with criminal records has come down from over 20% to about 12% recently. However, a lot still remains to be done. In particular, the exponential growth in the use of money power is a major area of concern since it vitiates democracy.

The delegates to this conference will include organizations from all States participating in the National Election Watch (NEW) campaign, eminent citizens, media, senior bureaucrats and Police officials, leaders from the Corporate sector and the political parties. At the same time, anyone interested is welcome to participate. Though electoral and political reforms require a lot of debate and work, in this Conference the focus will be on specific action items:

1. A set of demands for improving elections and democracy. These include the option of "None of the Above" on the Electronic Voting Machines (EVMs), barring candidates against whom serious charges have been framed in a Court, disqualifying candidates who indulge in electoral malpractices, and striking off names of people with non bailable warrants from voter rolls. These have emerged from consultations around the country, and have also been endorsed by the Election Commission.

2. The need for a comprehensive Bill to regulate Political Parties. All leading democracies have such a Bill, we have none. The issues of inner party democracy in political parties, and greater transparency and regulation of political party funding is required.

3. Specific action plans for the coming general elections under the banner of National Election Watch (NEW), a campaign that is already under way.

Hi! :)

It's been a great week! About 15 of us met last Sunday at Marine Drive and had a wonderful 'chai and conversations' session with complete strangers. We sat there with posters inviting people to join us for a free cup of tea and some conversation... close to a 100 people took us up on our offer! :) We had some great conversations with people we didn't know at all... there were residents of Marine Drive, visitors from out of town, whole families that were enjoying an evening walk and a few foriegners as well. The RAK team was about 15-16 strong... and we all had a lovely time with these spontaneous interactions.

I'll be blogging about it and sharing pictures very soon on the RAK blog (no content on it yet), but Ronak who was with us on Sunday has already shared a beautiful account of our experience at http://ronspeaks.blogspot.com/ ... please do visit his blog and read about it. :)

Our Sunday meet got coverage in the Bombay Times today! :) But only in the South Bombay edition. I will scan the article and put that up on the RAK blog as well.

After last week, I've been feeling a bit under pressure to come up with something good for the next RAK meet :) ... and instead of imposing one of my ideas on you, i thought we could meet tomorrow to review how we felt after last week's experience and also come up with a whole list of ideas that we could pick from whenever we want. Christmas is coming up soon... so we could do the next activity on the 25th.

I suggest meeting tomorrow ie Sunday, the 21st... at Bandra at 11.30 am for an hour or two to brainstorm on ideas... and we could also generally catch up with each other. Most of us don't know each other since we've only interacted on email or on the phone.

So 11.30 am outside Lucky Restaurant at Bandra station (West)... we could go to Bandstand from there.

Dramey-baazi is a unique quiz on theatre and performing arts and it is
open to the public, inviting participation from individuals, theatre
groups, colleges, schools, corporates and anybody who has a keen

The quiz will cover Indian performing arts including theatre, music,
dance and puppetry and also include questions on World theatre and
theatre arts. The format of the quiz focuses on making this a
fun-filled interactive event that gives us the chance to explore
unknown and lesser known facts. This will be a celebration of the
people and the plays that created milestones in Indian and World
theatre history.
Over the past six decades IPTA has presented plays, musical
performances, street plays, drama competitions, children's plays and
other theatre activities. This is yet another step taken by IPTA to
increase awareness about theatre and culture using quizzing as a
platform.
Dramey-baazi will be conducted by well known quiz master Avinash
Mudaliar. The quiz will be conducted in Hindi & English.

Modern Education Society’s D. G. Ruparel College, affiliated to the University of Mumbai, was established in June 1952 and has completed over 55 years of glorious service in the field of Academics. Year after year, motivated and bright students yearn to get admission to the courses offered by the College in Arts, Science, Commerce, Information Technology, Computer Science and Management Studies. Our brilliant and talented students prominently figure in the Merit Lists of the University of Mumbai and excel in various extra-curricular activities.

The Department of Psychology of our college, established in June 1958, is one of the oldest among the Psychology Departments of the Colleges affiliated to the University of Mumbai and is widely recognized to be one of the best departments. Many of our alumni are today luminous stars in various spheres like Counselling, Human Resource Management, Mass Media, Social Work, Education of Exceptional Children, Teaching and Research, in India and abroad. As a part of the ongoing Golden Jubilee Celebrations of the department, various programmes like Workshops, Lecture Series, Talks by experts, Intercollegiate Quiz Competition on Psychology, and film shows have been held so far. In order to spread greater awareness about Psychology, we have organized a National Conference on 'Applications and Future of Psychology' on January 8 and 9, 2009. Our aim is to highlight the immense potential and value of Psychology, and to inspire students, teachers and professionals to make significant contributions to this growing field through their interaction with the eminent resource persons who will share their vast knowledge and professional experiences at the Conference.
